The contours of the proposed outcome on t he second part of the negotiations on the Doha fisheries subsidies agreement a t the World Trade Organization appear to be somewhat fuzzy, with little clarity o n how to discipline the big subsidizers that have allegedly contributed to overca pacity and over-fishing (OCOF), which has led to the global depletion of fish stoc ks, said people familiar with the discussions.
