India has apparently turned the tables in the ongoing Doha fisheries subsidies negotiations at the World Trade Organizati on, by circulating a comprehensive proposal concerning the overcapacity and overfishing (OCOF) pillar that seeks some fundamental changes in addressing the subsidies of the big subsidizers who are allegedly responsible for the glob al depletion of fish stocks.
