The WTO director-general may resort to "take-it-or-leave-it" outcomes at the WTO's 12th ministerial conference (MC12), as she appears less concerned with substance and more with exerting coercive pressure on the developing countries due to continued divergences on fisheries subsidies, the outcome document for MC12, proposed WTO reforms, and agriculture among others, said people familiar with the development.
