Discussions on fundamental WTO reforms fail to garner consensus (PRIV)

Attempts to bring fundamental changes to the World Trade Organization's negotiating, monitoring and deliberative, and the dispute settlement functions apparently failed to garner consensus during the small-group consultations held by the WTO General Council chair for the past several days, said people familiar with the development.

As the Glasgow climate talks enter the final lap to close on 12 November, negotiations on all the outstanding issues have moved into a very frenzied pace, with negotiators dealing with bracketed draft texts in a flurry of meetings, including with ministers bilaterally, who have been tasked to resolve numerous contentious issues.
