Attempts by the chair of the Doha agricul ture negotiations at the World Trade Organization to appoint facilitators and sm all groups on 18 September appeared to have failed due to doubts and suspicions raised over the exclusion of several members from a small-group meeting hel d earlier this month, said people familiar with the discussions.
